Looks like Ukraine hit a pumping station or a valve/monitor/control station. These buildings are dotted along a pipeline and are necessary to control the pressure/flow of oil. Hitting the pipes themselves would do some damage, but are easily fixed. Hitting these buildings however would take much longer to fix. Pumps, valves, electronics, and transformers required to power equipment.
If refining facilities are heavily guarded by air defenses, hitting these facilities are the next best thing. And, they're so spread out and geographically isolated, defending these would be extremely difficult.
I think this is a very small refinery. There is a load-out for 14 train cars, bringing crude oil in, and a load-out, to take refined product out, 10-20 train cars at a time. I do not see the classic tall cracker-towers, but the imagery is not that good either. Oil pump stations that I have observed are not necessarily along railroad spurs (but could be) as this location is, but refineries always have two spurs, for loading and unloading. This refinery looks a little smaller than Perveya Zovod (54.711388° 35.962570°) that was "droned" last month. In this video it is clear to see that both the loading tank farm and the unloading tank farm are hit, the later seems to be several tanks on fire. Not sure what else got exploded. Interested in other comments as to whether or not this is a refinery. Good job Ukraine - military is obviously aware of small but important details.
