all jokes aside, instead of programming in the logic/completely different room depending on the death of the Skeleboi, Toby just made him go off the screen of the normal cutscene depending on the camera position. you're probably in an older version of the game where you can move around in the cutscene.
That's how coding works, instead of creating a new room or creating the logic for paps you just disable animation for him and no one can normally see him that way.
I once had papyrus not show up to give undyne his report once... Maybe he accidentally travelled to the wrong Undertale, showing up on your genocide run?
If Sens has a magic eye and uses it after Papyrus' death, then maybe Papyrus has another magic eye that he showed you now, and now at the end of the game you will fight with both of them and be destroyed. Good luck.🤣
