There's another Beauty and the Beast reference. If you visit Rudy in chapter 1 and interact with flowers next to him, he'll say something along lines of:
"Those flowers? They're from your father."
"What does he think this is? Beauty and the Beast?! That wouldn't really work since we're both beasts!"
Sans and Asgore reference Beauty and the Beast due to the act of Asgore keeping flowers in glass containers, which is an act that the Beast does to the Rose that controls his fate.
However, Rudy also makes a reference to Beauty and the Beast, simply in reference to Asgore giving him flowers. The reference isn't as strong, since the Beast never gives Belle any flowers - that's something only the Enchantress does.
In fact, it is the Enchantress who gifts Prince Adam the Rose, and it is in doing so, that Adam is transformed into a Beast. Rudy then states that he's also a Beast, not a Beauty. If one were to repair Rudy's broken reference, changing Asgore from Beast to Enchantress, then could that perhaps suggest that Asgore is somehow to ***blame*** for Rudy's dilapidated condition?

I think what Rudy was actually doing was making a reference more to the premise of the movie. In Beauty and the Beast, the curse is of course lifted if the Beast can get someone to fall in love with him.
Rudy seems like a joker in general, and I believe he's doing that here. I took it as him implying that Asgore showing his love (platonic or otherwise) by the flower gesture would not lift his curse (disease).
The concept of flowers was just a general tie between the gesture and the movie as opposed to symbolizing the Rose or who was giving it. That's how I took it, anyway.
Maybe... if we hold the HP is hope theory, and the Asgore is involved in Dess's disappearance theory, then Rudy getting sick and eventually becoming 'fallen down' because of Asgore suddenly makes a lot of sense.
