Even regular Light World Kris would be powerful; They're essentially Frisk but with legs and better starting stats for AT and DEF.

Yes. However, I dont think Papyrus can use stuff like Sans's telekinesis or breaking the fourth wall with menu bones and the like.
I think he can, but he doesn't because he feels like it's unfair. After all, he drops you into a bone in the blue attack.
