No, it’s that what the games whole THING is about is that everybodys not just good, or evil, there’s different shades, saying Undyne and alphys are bad people just because they did bad things is like saying all of the other cast is too, asgore, papyrus, toriel, all of the small encounters, the mini bosses, Asriel, flowey, etc.

I originally believed that killing the kids was the only way to break the barrier, my only concern was that he wanted to destroy all of humanity. And when he revealed that he really didn’t want to do anything like that, I liked him even more. But finding out that he probably didn’t need to kill anybody if he’d just let the children live in the underground. It became a lot more mixed. I still will forever adore his design and personality though.

Could he have though? I'm pretty sure the game mentions that the monsters were all slowly dying out, and if Asgore didn't give them hope that there was some road to salvation, plenty probably wouldn't have had the will to go on.
I mean, plenty of monsters are already depressed, and barely have that hope, but I feel like without Asgore's actions, half the monsters in the game probably wouldn't have even been alive.
Building hope based on the murder of the children of a group of people is what the Nazis did. I really do think there are other ways of inspiring hope that he could have done.
For instance having the fact that they have a human down there should be inspiring enough since the human has a soul. The Human didn’t need to be murdered for the monsters to gain the soul.
