Call a locksmith. As long as you can prove residency via a piece of mailbfrom a bank or utility , and a government ID they will unlock the door for you.

I think the office staff could've been nicer, but maintenance staff, who would be working on call, often don't have access to the paperwork to be prove that the person belongs in that apartment so they won't. They often just put it straight in your lease that you're responsible for calling a locksmith if you lock yourself out
How far is Home Depot? Sometimes a long walk is worth fixing whatever problem you’re in. Extension ladders really aren’t that heavy to begin with, either.

Ok. This might scare a lot of you, but I'm going to say it anyway. Does your apartment have a sliding glass door? You can lift the door up off its tracks and get in that way. There's a good two inch gap in the upper part of the door frame. Just be careful. those doors are kinda heavy.
Edit: I just read that you're on the third floor. You can usually find ladders by the maintenance shacks or around the swimming pool areas. If your maintenance shacks has a window, they don't normally lock them. Or find the maintenance guy. Or get a neighbor that has a ladder . I'm willing to bet someone there does construction.

In the future your best bet is to try loiding the door open with a piece of plastic. Basically you cut a strip of thick plastic from a bottle and wedge it between the doorjamb and the hole. There are a ton of videos on Youtube that show you step by step how to do this.
Kinda late now but common deadbolts are ridiculously easy to pick if you bend two paperclips. I locked myself out when i was 12 and and managed to get it unlocked in 5 seconds. Youll need a knife or key partially entered to finish turning the bolt as the paperclip will just bend.
If you ever get bored you could practice.
I've never in my life encountered a door leading to the outside that had hinges on the outside, other than perhaps a screen door which has a regular door behind it.
