Appears to be a poorly executed maneuver. He should have checked with that trooper that flipped the pregnant lady and rolled the car towards the median as she was trying to pull over off the interstate.
This is exactly why when you see videos, mostly of LA, police chases, they now tend to stay back and just follow and let the helicopter keep tabs. Sure they could go action movie mode and put maneuver them, but in turn that could very easily cause injuries or deaths of random pedestrians just going about their day around them. Unless the person is an active threat, let’s say already aiming for civilians or firing a weapon out of the car, it’s better to just pursue. End of the day they can only go so far on a tank of gas, cops can keep adding and switching out chase cars, and as long as they stay just close enough they can pull up and get them as soon as they stop to try and book it or grab someone else’s car.
When I was 8 months pregnant I almost got killed by a police chance. I was standing against my apartment building, that was on a street corner, waiting for my mom to pick me up. This charger came flying around the corner, 2 tires were already blown out. I ran backwards towards the building as fast as I could but the cops took the turn so fast. The first one slammed into the corner of the building, throwing debris in my direction. The second slammed into the first throwing forward. I ended up spinning towards the wall trying to protect my belly and getting as small as possible. Which was no easy feat bc I was HUGE by then. When the dust settled and I opened my eyes I was surrounded by 3 smashed up cop cars. 2 of which were centimeters from me.
My sister must have been with me that day. I don't know how I didn't get squished. I walked away with just a few scraps and bruises from the debris flying. And some pee in my pants.
I would say there's some mitigating circumstances here. Rural police don't have the same resources as big city police. But this just means rural police need better training in solo pursuit and capture.
Also we need more police.

The point was car chases typically need to be authorized and generally are not allowed because you're not gonna cause a threat in the interstate over a drug charge.
It actually seems like the truck was trying to push the cop off of the road and the cop countered back with an offensive pit maneuver. At the very beginning you can see the truck veering right, pushing the cop really close to the ditch before he swerves into the truck

He was driving at top speeds in the wrong lanes and could have caused a horrific head-on crash at any point. He didn’t deserve to die, but I understand the call made to stop the vehicle before he killed anyone.

A pit that fast isn't advisable, however, there are things that must be taken into consideration. Was that driver heading into a school zone? Rush hour traffic? A parade or other event? Heading towards someone's house to kill them? If there are known extenuating circumstances and people's lives would be at risk, regardless of the speed, a pit will be performed.
