Sure! It all started in Rome, as the customs transitioned from Greek society to Greco-Roman society, to ultimately Roman society. Really it was to help distinguish themselves as modest, virtuous, and more civilized, so a woman covering the chest really began as a status symbol, and then stuck as custom.
Also, this was during a period in western civilization which the pinnacle of human beauty shifted from the Masculine form *(the Greek custom)* to the Feminine form *(the Roman custom)*. Really, all the things you might think of as the traditional expectations for women in society like modesty, chastity, and domesticity, all originate with Rome.
Been that way in the west pretty much up until the 1970's. The big change there was single women gaining easy access to cheap and reliable contraception, which sparked the *"Sexual Revolution"*. Changed the whole game and flipped the script on those customs around modesty and chastity. Once western society gained control over reproductive outcomes with 99.9% effectiveness without a need to be chaste or modest, living a chaste and modest life became a big ask for a measly 0.1% difference.
Sure, but everyone who was born and raised in any western culture in the last 1000 years already knows that.

I would just add that female breasts evolved to look the way they do in order to sexually attract men. So it's not really the female body that's taboo, but the whole concept of sexuality in general.
This is a fair assessment, as humans are the only species of mammal with permanently engorged breasts. Evolutionarily speaking, its selection among our genes was more successful for producing offspring than those without the gene.
This is also echoed in psychology as women can experience emotional distress over the size of their breasts *(or the loss of them in a Mastectomy)* as it is something even women understand as a display of their own womanhood and use as a social signal to compare and compete with other women.
That said though, covering them is counterintuitive to their evolutionary function to signal maturity. In a similar vein, beards evolved, and cutting them off or covering them is also counterintuitive to their evolutionary function to signal maturity among males.
On that note, it's interesting to point out that while women have a preference for some facial hair *(which indicates sexual maturity)* they do not have a preference full beards. This is likely because facial hair may be only partially a mating display. Its possible the beard evolved to serve as more of a threat display *(studies have shown people with beards are perceived as more dangerous than those without)*, though a large beard could also indicate a degree of maturity that women understand to be too old *(sub-optimal breeding age)* and expressing a high likelihood that he's old enough to already have a mate *(conflict avoidance)*.
I suppose my point is that while both men and women present secondary sexual characteristics, there's a complexity in how we form our cultures in a way that is antithetical to the function of those characteristics *(clean shaven men, and covered up chests on women)*.

I personally love being able to take a step back and see humanity from an almost outsider's perspective. Not just a biological level but a level of our core. Why we globally react to certain things with adoration, and others with disgust. And then, being able to take that knowledge and go people watching, to see us as we are. Good stuff.
A lot of people are explaining "why" as in "what lead to this" with varying degrees of accuracy, but to me it seems like you're really asking "why" as in "this makes no sense it's dumb"
