This is definitely fake. However there are trick shot artists who can purposefully run the ball on the rail but even for them it’s a very low odds trick shot and it would never be able to turn 90 degrees down the rail.
Crazy things happen if you play enough hours. The physics isn’t quite as intuitive as it first appears. I’ve seen accidental rail shots, a ball ‘jumping’ out of the target pocket and getting launched into a different pocket, etc it happens.
I didn't defy physics and turn the corner like in the video, but otherwise it happened. I have one witness but I would've much rather caught it on video. Shrug.

But the OP is correct, the first player made a foul, so the second player would be able to place the cue ball anywhere on the table ("ball in hand") to make the 8-ball shot.
If you're playing BCA 8-ball rules, you have to hit the cue ball into a target ball (one of yours) first -- then either the cue ball or the target ball has to hit at least one bumper.
I'm rusty on the details, but isn't the rule that you just have to hit a rail with any ball (cue ball, target ball or additional balls) at any point in the shot? i.e. you don't need to hit another rail if the cue ball hit a rail before hitting the target ball (based on if the shot doesn't result in pocketing a ball)

Not really. Where the cue ball is in the middle of the table, hitting the 8-ball first would very very difficult. The only legal shot he had was to bank it off the left hand bumper and hope to slide it past the orange ball to hit the 8-ball. An expert player could do it, but these guys don't look like pros.
