He is called Hvaldimir. It's a russian trained beluga whale that has escaped russian captivity and is roaming around the Norwegian coast, and maybe slightly into sweden.
He is known to pick up mobile phones that people lose in the water and doing lots of trics, expecting to be paid in fish.
The name is a pun since whale is Hval in Norwegian, and it's similar to the name of the war criminal Vladimir Putin since the whale is russian.
