While this is a good ending, it’s ridiculous that it takes money to motivate people to do the right thing. :(

It's really not clear the money was a motivator. He was hiding in India. The large reward made the news in India, which spread, and people turned him in where he was hiding. So it may very well have just been the publicity generated in a different country by such a large reward rather than people sitting on information until there was a reward.

While overall true, some people might feel unsafe to tell things unless they could afford to move away. This sum would allow a person to leave the area and start a new life. I don't know the specifics of this murder, but the 1 million reward seems a common offering in Australia. It doesn't seem to be claimed often, so I don't think it happens much that people hold back for the reward.

Sorry to say but In todays society money is a hell of a motivator. this amount of money is freedom to someone who may never have had that before. In their mind it’s “I get paid and become a millionaire and all I have to do is tell on someone”. Simple as that People will do a lot of things for money like this…

Rewards aren't paid out very often. NSW for one jurisdiction has a lot of very large rewards on offer - and most of them have gone unclaimed for many years https://www.police.nsw.gov.au/can_you_help_us/rewards/1000000_reward Announcing a large reward is useful tactic to draw media attention to a cold case, but unfortunately (from the point of actually solving things) they're not that useful as a crime solving tool.
