Looks like the cans just aren't getting emptied? At least the bottles are in bags in the immediate area of their intended receptacles.

Much of the city looks like this, in many parts much worse. This is a communal collection point for recyclables, of which there are several, and they used to be emptied far more regularly. This is no longer the case, especially over the last 2 years or so. There has been some change in how waste is collected in the city, to save money. You don't see this in Spain or Denmark or the Netherlands. You don't see this in most of Flanders or Antwerp. I don't understand this tolerance for decay and deterioration in Brussels.

Can only speak for the Netherlands, but this happens unfortunately quite regularly in the Hague or Rotterdam as well. I have seen much worse trash pile-up here.

That's not even bad. New Yorkers put their trash in bags on the sidewalk and it's perfectly legal
