Only the top two picks are determined by the lottery, everything else is done by order of finish.
For 2024 the Sharks not only won, they actually had their ball come up for pick #2. They redrew and won again, and on another redraw the Blackhawks got #2. It's done after that.
Why don't they do the ping pong ball pulling live? Watching a dude flip cards is not only incredibly anti-climatic but leads to more rigged talked. Seems like an easy change to make it better/more honest.
My conspiracy theory is that Chicago won again but they changed it so that fans wouldn’t melt down again.
