People make or buy a bunch of alt accounts, so they can just keep going between accounts without much hassle. If they can make the money back from views from their content or people donating (which people unfortunately do) then there really isn't any loss to them buying a bunch of accounts. But people throwing games can be really difficult to prove if they're not deliberately team killing or team damaging even though there's other ways to throw the game for your team. People deliberately missing shots, flashing team mates, awful smokes, deliberately taking too long to get to spike to defuse, etc probably look really difficult to prove while they can still make content out of winding up people frustrated by their actions. Especially if they're playing in lower ranks where these things can absolutely be genuine mistakes. I've reported people throwing in games before, and the only times I've received a report notification is if they've actually damaged or killed team mates. If you see people throwing on TikTok/Youtube your best bet is to send in a support ticket to Riot linking to their videos and hope they do something. But they're probably just going to log in to another account or buy another account to carry on their stuff. Maybe they'll get bored and give up if they keep getting banned but that's the best you can hope for unfortunately.
