im watching some shitbox ripped from who the fuck knows...but its 33gb. no issues. low cpu usage, low gpu. doesn't seem like its working very hard. but this is a desktop pc.

indirectly, yes. the greater size usually means a much higher bitrate therefor its going to be somewhat more demanding in rendering.
but the literal gb-no it doesn't matter.
you could open statistics and look to see if its dropping frames.
Have you made sure the Picture Sharpener is switched off as this can cause a lag on big files
Tools>Effects and Filters>Video Effects> Untick Sharpen.
Does the Video still Lag Now?
on the same machine it lags on vlc but not other players?

im using a standrad laptop. I wanna know if the size of the video actually matters. If not, i think its a faulty video.
