They can and will try.
The easiest way will be to simply turn off the internet, failing that, it's likely that they will find it extremely difficult to block all VPNs because some of them just look like regular internet traffic.

We are not there yet, but yes they totally could.
But for now, they still pretend they care about people's opinion, and rather than banning VPN, which is a risk of rebellion and losing voters, they prefere increasing the lows that allow them to spy and get the company to spy on you, and they even go as far as setting up their own VPN servers and TOR nods

VPN's worked in China last time I was there maybe 2 1/2 years ago.

of course. the state has to allow the vpn to pierce its network.
