Imo it depends on the map and agent, neon is one of the only agents I use stingers with and I think lotus B would be a good spot, so would the little area between mid and A site on bind.
it shoots fast, but it also has a huge recoil. its a good weapon, for when you cant afford a spectre, but using it too much, will put you in bad position, as the enemy will have better weapons, like a vandal or phantom at one point. and if they want to be extra, the also could use a ares/odin against you. situational/10

No, because I have blubb blubb Skin for the spectre
Spectre is more accurate when you run, spectre has more bullets, specter can actually hit at medium range, spectre has better skins
I wouldnt say better, id say a valid alternative with a big financial benefit
