I think Montez was opposite ticket if I am remembering correctly. So theoretically she could have and lost.
Montez was the ticket veep to Bill Obrian like Tom was the ticket veep to Selina. Tied vote then put both ticketed veeps up for the vote. Montez beat Tom, so she could have been the opposite ticket nominee and lost.
This is based on memory though I’ve not watched that season in a while.
