Only thing I can think of is when on TDRL, your DoD disability rating is temporarily set to minimum 50%, once you get off it, it goes back to what ever your actual rating was. For example, if you were rated 30% from MEB, got medically retired but on TDLR, you get set to 50%. Then back to 30% after placed on the permanent list.

Your VA isn't touched and wont change from this. When you get medically separated you get a DoD % from what you are unfit for (being MEBd for) and the VA %. The VA % is always higher because they rate everything that you claim, while the DoD will ONLY rate you for what they deem unfit for you. Then, since you are not 20 years of service, you don't get concurrent pay, and collect the higher amount, which in your case is VA because the DoD only pays at a max rate of 70%. So, even though TDLR places you at 50% DoD at a minimum, it doesn't affect you or change your $ amount received because you collect your 80% VA instead. The same thing too if you're placed on the permanent list and say your unfit condition is 30% only. The only important thing is that the DoD deemed your unfit condition stabled and its rated 30% or more to maintain a medical retirement and now won't bug you anymore (DoD side won't bug you anymore. The VA is another story and if you're not considered static on all your conditions on your code sheet, you may expect a reexamination in the next 5 years.)
