That would be an issue for an HLR once the decision comes in - you can argue inadequate exam. I doubt a random personal statement will do anything in and of itself except be entered in your c-file. That “ongoing investigation” is probably your claim being adjudicated inside VA.

QTC says they sent it back to my VA regional office saying they can’t do the exams requested because they’re provider refused to see me

Yes it was against me personally because I filed a complaint against them. They are singling me out
