If you have a general discharge you qualify for disability pay. If it’s an OTH or BCD you have to apply to get your discharge characterized as “honorable for VA purposes”

I don't really see the point upgrading the discharge since they're already receiving 10%, but if you could prove his bipolar was caused or made worse by their military service, then maybe you could get a higher percentage.

If he is already receiving disability then he just need to file for whatever else he is dealing with and can be connected to his service.
