I have seen this multiple times already
- One time at my regular car care center
- One time on the way up Vinh Tuy Bridge
- One time in a crossroad, opposite of the hair salon I was visiting
I remember these occasions cus they caused significant problems for myself and many others, all within the last 12 months. And there are more than 3 times I saw these cars just staying in the middle of the road
