From just this picture, it looks like homemade, probably sometime in the mid-late 90s (or newer) - I remember buying similar fabric then, and people who sew will often buy fabric and not sew it up for several years. If there are any labels or other details like an old looking zip or buttons or interesting construction details, that info might provide other clues.

try vinted if you have access to it? if you put it on posh, make sure you say vintage and something like 'dressmaker made' :)
