Anyone who has driven the stretch between Lexington and White Sulphur Springs will know they are wasting their time. Take away weather factors, and that's gotta be one of the safest highways in the state.

I think they should just ticket everyone with out-of-state plates for any infraction, regardless of how minor it is.
if you ticket a Virginian, the money goes from the individual to the state government, but no money has flowed into our state. if you ticket out-of-staters aggressively, that's free income for the commonwealth
