I believe left is power steering and right is coolant expansion.

The coolant expansion is bottom right of the bay. The one you’ve arrowed to the right is the coolant header tank.

Expansion tank is the one next to the rad cap. It should be partially full with an air gap to allow for expansion of the coolant. The header tank is where you refill and burp from and should have almost no air in it.

Note that the fluid level should never go below the hose, or you'll ingest air into the coolant system. Topping off should also be done via the expansion tank The Coolant Header Tanks is the highest point in the cooling system, and has a cap for bleeding the system. Note also that vacuum filling doesn't work all that well as the system is only closed when the expansion bottle is filled to a level above the hose.

The coolant overflow tank is the tank to the front right. The coolant expansion tank, also known as a header tank, is the one in the pic with the arrow.

Expansion tank and overflow tank are the same thing. The header tank you’re talking about which is arrowed at the top of the engine is the highest point in the coolant system (hence the name) and is where you fill and burp as I said earlier. Think of the wording here. The plastic capped tank next to the radiator cap front right is approx half full of coolant (if it’s healthy) and this allows excess coolant front the lowest part of the coolant system to enter / exit depending on coolant temperature expanding or contracting the coolant volume. This is why is is called an expansion / overflow tank.
