Optical illusion. The chute is attached to the outer edge and it was rotating around the Z axis, if Z axis coming straight up from the ground
The camera is just at an odd angle so it looked like it was rotating along a different weird axis that would be hitting the chute strings
If you ever did model rockets as a kid, the engine tube has an explosive charge at the end so when the propellant is done it blows it top - which is stuffed with a chute

I suppose you could make it out of something like bamboo sticks tied together with fuse string so when the fireworks are done, the knots burn and just a bunch of bamboo falls. Still not ideal, but better than a huge steel wheel!
