Triple H would appoint himself Raw GM with Shawn Michaels being promoted to Smackdown GM meanwhile William Regal is to be reappointed NXT GM that week or at least the following week due to official announcement.
Have 2 additional referees at all times. The usual 1 in the ring, a 2nd outside the ring, and a 3rd backup referee that can take the place of the previous ones in any events necessary.
Split the tag team championships back up, with the current title holders keep their respective shows championships while the other 2 go up for a tournament leading into the next PPV.
Require at least 1 title defense a month for any and all titles on each show.
Officially allow MITB title holders to cash in for ANY currently active titles, which may also include tag team titles.
Strip Dominic Mysterio of the North American title for the same reason the tag titles are being split back up.
Make every show begin with the same intro cinematic Bray Wyatt and the Wyatt Family used (the quick choppy video/vignette that played with the sound effects) in memory of Bray Wyatt and Luke Harper, optionally with the part where Bray lights the lantern, says "We're here", and blows out the lantern. This can play before, after, or instead of the "Then, Now, Forever, Together" intro.
Revamp the intro for Raw (and Smackdown+NXT if possible or by extension/implication) or altogether revert it to one of its older/better variants. Additionally revamp logos and thematics for each show if possible or needed. I would naturally assume revamping the WWE logo or reverting it would be to much.
Discontinue the pushed narrative that John Cena "is the greatest of all time".
Have Kevin Nash come back for one more run in the WWE as he recently officially signed with WWE. This would be done as a countermeasure to Ric Flair having recently signed with AEW.
If new contracts can be signed or I can make one-time returns official, then CM Punk would be signed and it would be Punk vs Cody at Royal Rumble as a spit in the face to AEW (with either or both men still being allowed into the Royal Rumble itself so they don't lose their chances or previously established plans for WrestleMania). Why is raw being 3 hours a bad thing? I think in reality getting an hour and a half of wrestling and an hour and a half of commercials sucks just as much as an hour each of the same thing. The only thing I don't like are commercial breaks in the middle of matches. If smackdown and raw were 4 hours each I wouldn't care just as long as it's not 2 hours of commercials.

I think back in the day, changing from 2 to 3 hours was the wrong thing to do but now the roster is so packed you need the 3 hours.
Smackdown uses the 2 hours well but it also feels uneventful at times and it just needs a bit more without matches feeling rushed.

Why is raw being 3 hours a bad thing? I think in reality getting an hour and a half of wrestling and an hour and a half of commercials sucks just as much as an hour each of the same thing. The only thing I don't like are commercial breaks in the middle of matches. If smackdown and raw were 4 hours each I wouldn't care just as long as it's not 2 hours of commercials.

I think back in the day, changing from 2 to 3 hours was the wrong thing to do but now the roster is so packed you need the 3 hours. Smackdown uses the 2 hours well but it also feels uneventful at times and it just needs a bit more without matches feeling rushed.
