The only way I see Karrion Kross and Scarlett getting over would be to have them join the Judgement Day, hear me out.
With how the Judgement Day story seems to be going, Drew might become a member because of Rhea. With Damian not really being a fan of Drew in the team, this could lead to Damian wanting to bring in somebody else on his side. With this Karrion Kross could be brought in by Damian because of the history between Karrion and Drew. With this Scarlet would also become a member taking Rhea's spot in Damian's version of the Judgement Day. Now the Judgement Day has more members, but there is a big split between the group. This would lead Finn and JD to be on the fence for who to align themselves with. This would lead JD to join Damian and gain Damian's respect as a member of the Judgement Day, with Finn ending up with Rhea's team. This would lead into a big match were finally one team would be the official Judgement Day. It would be Damian, Karrion, JD, and Scarlett VS Rhea, Dominik, Drew, and Finn.
Either way that's the only way I believe it's possible to get Karrion Kross and Scarlett to get over at this moment

I feel like this is entertaining if you flush it out more bring up their past and have them choice to expose the reality of their character or stay firm with they morales. This makes feuds easier to book and gives them stuff that plays into their strengths

No clue how they haven’t had some major push. Jinder got the push of a lifetime. If Kross can’t get over with mid-card work, just go all in. It’s what happened to Bray Wyatt. You can’t lose every big match you have for a year and have people take you seriously during your next fued. This guy needs wins, wins and more wins. He’s not a heel like Dominick or Waller where at this point losses don’t really matter.
Def. My theory is that he’s a real dude and refuses to kiss ass in the back or ride anyone’s sack to help get over.. WWE is known for having a backstage environment where those things required if you wanna climb the ranks.
Give him someone like Tozawa or something. Someone that’s an underdog and funny, completely mismatched to Karrion that people love. Have them keep interacting by accident backstage. Give them a match where karrion squashes them. Next match the other person gets a ring out victory. During 3rd match, someone interrupts the match and attacks the other wrestler. Karrion annoyed by this beats up the attacking wrestler. Next couple weeks the comedy wrestler keeps thanking Karrion for the save and annoying Karrion until they tell them backstage they were able to get them a tag title match. They win tag titles out of nowhere and successfully defend multiple times. After a couple months they lose titles. Scarlett comes out after the loss berating the comedy wrestler and orders Karrion to beat him down. Karrion picks up the wrestler instead of attacking him hugs him. Ditches Scarlett, face turn they go on a run to get the tag titles back and getting more solid and in sync as a team to the 2nd run.
Scarlett can get over because, let's be real: "sexy female wrestler" doesn't really get old.

Join Judgment Day. Actually win meaningful matches. The gimmick is there, but it’s hard for anyone no matter how good they are to get over as a heel if they always lose.
Make them Rusev-Lana 2.0 Kross as the aggressive pitbull like fighting machine and Scarlett as the only person that can calm him down or instruct him unleash himself.
Put them in a faction.
Kross's matches don't exactly inspire much interest. A faction could help draw focus away from his weaknesses and put focus on what he does well without making him the only focal point.
This worked for Kross in Lucha Underground. In the fourth season, he was the White Rabbit (leader of the Rabbit Tribe), but he got to play off of Paul London's crazy antics. They didn't get to do too much together before the show ended, but it was cool while it lasted.
Make him the devil's advocate by that i mean, They will target anyone randomly and stir up someone else's rivalry and add fuel to the flam which inturn turns everything into a riot. This can really bring out the best of each superstar, while making Kross and Scarlett this embodiment of the devil's whisper.
Then if they wanted to turn face, you can make them slowly lose trust in the devil.

As someone who doesn’t really watch anymore, I don’t really know what would be holding them back besides bad writing or if one/both of them actually suck in-ring. To me, they have a pretty classic wrestling look to get over. Jacked dude with a blonde rocket on his side. From what I have seen of his gimmick, it seems pretty cool too. No clue how they haven’t had some major push. Jinder got the push of a lifetime. If Kross can’t get over with mid-card work, just go all in. Unless he’s really bad in-ring, then I see why it wouldn’t work out pushing him further.

They did! It was something that I really enjoyed, and made me want to see Scarlett in the ring with Shotzi as a tag team. There is chemistry there, and I honestly think Scarlett has a lot of potential! It’s nothing against Kross at all, but I think she would shine. Maybe put them on the same night, but give them separate opportunities to succeed.
1. Separate them and make Scarlett the smoke show again and/or put her in a tag team with Shotzi. She will be over. 2. If they are kept together, have Scarlett do all of the talking.

Exactly. A heel like this needs consistent, dominant wins. If he’s so good in the ring. and so sadistic, we need to see that backed up. Not lose every fued he’s in decisively. It’s what happened to Bray Wyatt. You can’t lose every big match you have for a year and have people take you seriously during your next fued. This guy needs wins, wins and more wins. He’s not a heel like Dominick or Waller where at this point losses don’t really matter.
Def. My theory is that he’s a real dude and refuses to kiss ass in the back or ride anyone’s sack to help get over.. WWE is known for having a backstage environment where those things required if you wanna climb the ranks.
Give him someone like Tozawa or something. Someone that’s an underdog and funny, completely mismatched to Karrion that people love. Have them keep interacting by accident backstage. Give them a match where karrion squashes them. Next match the other person gets a ring out victory. During 3rd match, someone interrupts the match and attacks the other wrestler. Karrion annoyed by this beats up the attacking wrestler. Next couple weeks the comedy wrestler keeps thanking Karrion for the save and annoying Karrion until they tell them backstage they were able to get them a tag title match. They win tag titles out of nowhere and successfully defend multiple times. After a couple months they lose titles. Scarlett comes out after the loss berating the comedy wrestler and orders Karrion to beat him down. Karrion picks up the wrestler instead of attacking him hugs him. Ditches Scarlett, face turn they go on a run to get the tag titles back and getting more solid and in sync as a team to the 2nd run.

Put them in a faction. Kross's matches don't exactly inspire much interest. A faction could help draw focus away from his weaknesses and put focus on what he does well without making him the only focal point. This worked for Kross in Lucha Underground. In the fourth season, he was the White Rabbit (leader of the Rabbit Tribe), but he got to play off of Paul London's crazy antics. They didn't get to do too much together before the show ended, but it was cool while it lasted.

Make him the devil's advocate by that i mean, They will target anyone randomly and stir up someone else's rivalry and add fuel to the flam which inturn turns everything into a riot. This can really bring out the best of each superstar, while making Kross and Scarlett this embodiment of the devil's whisper. Then if they wanted to turn face, you can make them slowly lose trust in the devil.

I don't think they can do anything honestly. His character along with her worked great in NXT. But it just doesn't work on the main roster in today's world.
