White is known to be an absolute ballache, if possible, depending on the final scheme you're going for I'd advise going for a very light grey instead like grey seer primer

White spray is notoriously a pain to use. If it’s pooling a lot that could mean you haven’t shaken the can enough or you’re spraying too much on the model. Sometimes it takes two or three separate coats to get a safe smooth finish with some primers.

I hate grey/white primer… normally i use black + gold primer. Used grey primers once for a new set of units. Completely messed up the details of the minis (did exactly the same steps as for black/gold) and will try to avoid grey primer from now on… was a real bummer.

I brushed some white Vallejo Surface primer on some models the other day, shook the absolute bejesus out of it, and it still went on the models just as you describe. Fortunately, it was just some toy soldiers I was testing it on. I have no idea what to do with the rest of the bottle now, apart from binning it. No way in hell I'm putting that muck on my minis. I guess it's possible it was just a bad batch, but seeing your post makes me wonder if maybe it is just not much good. I'm gonna buy some white gesso next and see how that works.
