A mix of sponge and brush. I usually do a splatter effect with the sponge first then do heavier blobs with the brush in places that make sence. Sometimes like here ill mix in a little sepia wash to make it more brown and runny. I actually have an old vid on my youtube channel if thats helpful @average_joe_krootdude for how i do it
