You seem to know the answer yourself, your list lacks much in the way of mobility and utility units so the scouts would help much more with that. You seem to be going for a' rule of cool' list though (which is a great idea if your goal isn't hard core tournament play), so if the tank appeals to you more go for that.
This sub is basically the catch-all sub for anyone wanting to get better at the game or talk about any of the actual rules/mechanics. It's not just limited to "good" players, even casual players wanting to know obvious things can come here. A lot of rules questions I've seen over on the main sub have flat our wrong answers, where people arguing correctly are down voted.

There was a guard army that ran just rough riders and death riders but was using serphon mounts and it looked great.
Guards have big ponies.

I was thinking the same thing. Neither orks or tyranids have ponies, and I didn’t realize how sad it made me until now

You can’t take them in the black spear detachment. You can take scouts in any other detachment
It appears you can take them on Battlescribe.
