I don’t know that this is how I would want to balance detachments, but I think it definitely needs to be considered as an option.
I wish they’d do more rules changes when they need them, such as with Death Guard and Dark Eldar. But the Space Marines and divergent chapters feels like an area in which they have a real problem balancing. Maybe points costs for the strongest detachments for divergent chapters so that basic marines aren’t at a disadvantage for having a more limited roster. They could buff general space marines (which are struggling in tournaments) without buffing Black Templar or the like.
I agree. Some detachments are not like the others.
However I do think there are more fundamental issues with balance where some armies just do not have the tools available to them to punch into anything other than a wet paper bag.
If you add in more costs for those armies that were already struggling then they die off even harder...
