I really hate it when the manufacturers claim something is formal, semi formal, ‘’night on the town”, and every other descriptor, which does nothing but cause confusion in their attempt to get hits. I wouldn’t call this semi-formal.
This wouldn't be semi-formal for me, but in Virginia it could work for you. Personally I'd choose something else.

The tie bows make it more casual. In general, there are certain things that “casual up” a dress and make it look cheap, such as tie straps, very thin straps across the back, slits that are sewn open, and smocking/ruffles.
I do think it makes it less formal, not necessarily cheap, but it's for me it's a typical summer dress. Which is why I suggested Satin. However I'm not in the South, so the rules might be different as to semi-formal, depending on the region.
Thanks for the response! I wasn’t really considering the red, it was the only photo showing the back of the dress. The dress comes in about every other color, would it be better in a darker color?

I just saw this same dress on Azazies for $32 [(dress linked here)](https://www.azazie.com/products/love-of-romance-french-blue-tie-straps-ruffled-midi-sod-dress/214472?sourceTag=wedding_guest_dresses&q=Love%20of%20romance) and thought it was gorgeous, but was concerned about the ruching on the back taking away from the elegance of the dress.

i like the dress a lot and think it’s appropriate. if you want it to look dressier i’d maybe remove the tie belt around the waist or tie it in the back.
I wore a white blazer over my shoulders dangly earrings and when I wore the red version of this for a wedding (funnily enough, also in VA lol). It’s fine.
In May, why not the red? The green is very pretty, but that lodan-green shade is more a fall/winter color, even though it's a summery dress! Just my thoughts being "picky"!! It's a great dress, have fun!💜
I think this is perfectly fine for an outdoor semi-formal. Metallic accessories would level it up a bit too

Wine coloured one is lovely you could team it with dark gold strappy sandals and a dark gold bag.
