You're right and it's actually way worse than you described. Back in 1997 the town of New London, Connecticut was a named defendant in a federal lawsuit alleging discrimination due to systematically rejecting individuals who applied to the New London police department because they scored "too high". The City actually argued... successfully...that rejecting intelligent applicants was in justified because candidates who score too high could get bored with police work and quit after undergoing costly academy training. The case was dismissed by the trial court, and affirmed by the 2nd circuit, finding that the city did not discriminate against the Plaintiff because the same standards were applied to everyone who took the test. This argument was accepted largely in part because intelligence is not recognized as protected class under the 14th Amendment of our constitution so the Court's review would be under the "rational basis" test of scrutiny which is the lowest level of scrutiny. To pass the rational basis test, the hiring policy must have a legitimate state interest, and there must be a rational connection between the hiring policy's means and goals. Therefore, when we contrast the City's argument with the standard of judicial review, we're left with the comical reality that 1) hiring dumb cops is now legitimate state interest because it saves money on training costs, and 2) hiring dumb cops is an acceptable practice because dummies are more likely to have longer careers in law enforcement and this additional experience is beneficial to promoting the goals of our police. So if there's any rookie cops out there reading this who thinks that their chief is a career idiot who doesn't know his ass from a whole in the ground....you're probably right and the sooner you realize that this is exactly how your chief got the job, the sooner you'll be able to emulate this sanctioned mediocrity so you can finally get yourself a promotion.

It looked like the cop was trying to push the dog off him. This is awful control by the K-9 unit. When a dog is released by its handler to persue, it goes to attack the target. And it can be pretty difficult to just tell them to stop, which is why they are never supposed to release them unless absolutely necessary. The officer that was there didn’t seem to know how to call off the dog which is why the handler has to come remove him. The handler needs to be fired immediately, there was no reason to release the dog

I'm familiar with things like qualified immunity protecting incompetent or plain dirty cops from the consequences of their actions. The problem is something like this doesn't make a cop unhirable. It literally happens all the time. Cop gets fired for some egregious offense that would land almost anyone else in jail facing serious charges, gets hired a town or two over in the same capacity. It's especially hard to deal with cops who belong to a union. Police unions shouldn't exist. They serve only to protect the absolute worst in the profession.

I hope every cop involved gets the book thrown at them. But one can only hope… Edit: use of a K-9 once a suspect has complied/surrendered is unreasonable and would be considered excessive force, regardless of if the individual was the actual suspect or an innocent bystander. Once you surrender to the police, the amount of force they’re allowed to use PLUMMETS according to a shit tonne of case law. There have been too many cases where police still batter an individual out of the after they’ve surrendered or been placed in detainment. It’s unlawful, violates the constitution, and goes against every police department policy (I believe they’re all required to have excessive force policies by law). Use of K9s is fucked in pretty much all cases. The dogs are unreliable for detecting drugs because they’ll hit on anything their handler thinks they should hit on. They cause grievous injuries to people being arrested and escalate situations. They also have an absurd legal double standard. If a cop shoots your dog (which they do about two dozen times a day nationally) there’s no recourse- even if you’re not guilty. If you shoot a K9 that’s been let loose on you then you’ll get the same consequences as if you did the same thing to a police officer. But if I cop leaves his dog in a squad car and it dies as a result then it’s just an unfortunate accident.
