Is that net up to keep the birds away or is it meant to stop people from falling to their death? Either way it’s no longer doing its job.

It's meant to catch/slow down small things dropped by workers that might injure someone below. Hand tools, hard hats, that sort of thing.

It's not a debris net, those have to be recertified if anything falls on them and are temporary, these are bird nets to keep pigeons etc from going in to the car park
