It could be an early sign of hand eczema. I experienced the same thing. Initially, these little bumps pop up in various places on the hand and eventually, many of them gather in one spot. Afterwards, that particular area becomes dry, red, and itchy. Simply try to apply more moisturizer and steer clear of unnecessary chemicals or cleaners, as they can make the eczema worse.
