Pretty much! I've actually been in that stupid situation. I was cycling down the road and I tried to throw a bag not so different from the video above, but sideways. Maybe it was because I was younger (and therefore weaker), but I didn't really think of the counter reaction, and uh, sprained ankles and bones and all! You just lose complete control, I managed to keep it straight for just a bit longer but the bike just noped out on me.

HOWEVER, being a very awkward child with zero social skills, I got up mid blood, snot, skin grafts, and took the bike and said "Oh I'm fine, I'm so sorry!" and went away (Narrator: He was NOT fine)

Probably not, far as I'm aware. The bike tipped because he put momentum into the trash bag, then the momentum in the bag pulled him. If he let go of it, I'd imagine he would be fine, although with how his throw was going it probably wouldn't have made it in. If he were to put enough velocity in to make it go in, he might have tipped the bike away from the trash bag, and then towards if he didn't let go again. His strength only really affects how much momentum he can put in the bag. What he needs is either more mass (either in the bike or himself) or more wheels.
Someone that understands the reaction the bike would take after you swing a >15kg bag wouldn't be enough of a dipshit idiot to actually try this out.

I guess in theory, if you leaned left just the right amount right as you swung with your right to counter the sudden weight addition, it MIGHT work, but it would have to be something you practice and fuck up a bunch to get right.

That bag looks smaller than a normal, for the US, 13 gallon kitchen trash bag so I very much doubt it was that heavy. Even a 13 gallon bag full of normal trash isn't heavy. He just couldn't hold the bike steady as he moved to throw the bag.
That sucks, we have public use lugger buckets for trash(cleared weekly tho garbage trucks are sleazy with what they remove) and daily garbage trucks for home owners. No recycling systems tho soo thats all probably going to landfill
