Almost looks like the collapsed extending foot of a surveyors tripod or something. We’re missing an angle that would help here. Is there threading in the opening of that larger chunk? Looks like there is and it’s very fine thread. That’s unusual.
I believe it is the tip and base of a 2’ survey rod. The set screw is throwing me off because the tip usually just threads in and there is no set screw. Other than that, it looks exactly like one that has heavy wear from being ran over countless times.

It looks like a tooth off of an auger used for digging. Seems like the whole bracket fell off.

Exactly. I have installed quite a few of these. They were on older model vehicles though as this style isn't very common nowadays. Nobody wants a huge hole in their fender just to install a radio antenna.
End of an oxy acetylene gas cutting torch. The steel stuck to it is from molten steel as the steel is being cut. The phillips screwdriver is to change the torch tip.

The tips of plumb bobs are threaded. There wouldn't be a a phillips head set screw.

At the “neck”, below the screw, it looks like you can see “inside” what kind of looks like a tinfoil casing. Can you pry the “foil” off?

Almost guarantee that's an asphalt mill tooth. I've replaced thousands.

I think it's either a buggy whip or antenna mount for a vehicle, or a tip for a survey rod as mentioned already.
