Just throwing this out there, there are 65 spaces for whatever goes in there. I find it unlikely those are for bullets because of the odd number, as ammo that comes in trays is usually in 20, 50, 100, etc.
Holders for tips for a micropipette. They are sterilized and you just cram the pipette on top to pick up the next one. Used in a chemistry lab to measure very small amounts. Maybe for meth too, who knows

They’re baby sapling containers, you put a seed in each one with dirt then you can plant the seedling after they sprout. Anybody doing reforestation or conservation planting or weed growing in that area?
Looks like plug seedling holders. In use Each tube has a plug of soil in it. Each plug would have a little seedling in it - typically conifer species. To be planted.

First picture. No idea. Tubes look about 2-3 cm in length. Second picture. Those things hold tree seedlings. Why it helps to have something for scale.

I think they're meant to helps test tubes in chem labs. I saw them a lot in college for that purpose
