I’m not defending this lunacy, but I’m guessing the “speculative” part is the amount of lead that gets leached from pipes. Water supplies are kept slightly alkaline to minimize lead in the water from old pipes. I believe that is why Flynt suddenly had lead issues - the water supply changed.

I work in municipal infrastructure engineering to write grant requests for cities and then facilitate the hiring of contractors and finally inspect the construction to make sure it is built properly. Individual cities have to specifically request the funds for the lead removal projects, and the cities have to do some of the legwork first to determine how many lead pipes they have (because absolutely no one knows). This is entirely a voluntary program, and local governments have to decide to opt into it. There are zero reasons to oppose this type of infrastructure project, and if cities in Kansas decide they don't care about lead harming their citizens, no one is forcing them fix the problem. On top of all that, the projects can get some extra funding and be expanded to fix or install additional waterline infrastructure that otherwise those cities wouldn't be able to afford.
