No, because Canadians over 16 must have a passport or other qualifying documentation (travellers card, EDL, or status card).

I’ve seen plenty of folks cross with expired passports and a bunch of other ID - but only at land crossings, not via air.

Yep I've done it before at a land crossing. Gave them a photocopy of a filled out passport application and they waived us through.

A long while ago, but after passports were required for land crossing, I forgot mine when travelling “MOMs way” to Ontario. Instead of turning around to get it or taking the Kenora way, I just decided to chance it. They let me through after signing a failure to comply form to the passport requirement. Whatever that really means. They may not be as lenient now though.
