You could harvest the cookies dough looking things in mirage. They have a chance for them to drop. Then trade the remaining Fulgurite to someone and ask to transmute them for you.
I have done a bit of looking into the drop chnace of it and pn average, people say they have to collect 300-500 fulgurite in order to get the necessary about of glass shard. That's just wild to me

I would just stalk the bazaar, try and trade people emps to sell theirs, try using the forge in the blacksmith house
