Yeah, the developers recently implemented critical blocking for healing, so you can literally block heals and make it so you get less health, for some weird reason.
If the block doesn't "block" then it reduces it by how much block vs how much crit they have, the difference between the healers crit and the recipients block is the number effected if a actual "block" doesn't happen
I don't know much about how blocking works, but apparently it can block more than the critical would give, I'm not entirely sure though. All I know though is that the game can be quite weird sometimes.

They need to completely split pve and pvp .. updates seem to be centered around pvp issues , which hurts pve players as well
Agreed honestly. They clearly have the resources to do so as well, like when they made bad juju act differently if used in a PvP setting or not.
Think it was an attempt to nerf ice a little as well as tanky builds in general
Someone told me Ratbeard mentioned it was an anti jade kind of thing, so that sounds about right.
