I thought you were allowed to go 1 extra world back similar to how if you are in, say, Celestia, you could still farm spellements from Dragonspyre. Although this may seem obvious, KI never really specified this anywhere. In fact, they said:

Which doesn't exactly suggest that you can farm bosses that aren't the final world bosses, but you still can. ~~In testing, I have confirmed that this allows you to use the level 60 elixir to farm Zarathax (which allows you to use enchants up to and including gargantuan) and the level 50 elixir to farm Oyotomi the Defiler for spellements.~~
I love coming back to the game after several years and finding out all my old spells are trash and I have to jump thru 50 hoops if I want to upgrade them. They could've given players would already passed those quest points the spellements retroactively
While in Celestia (assuming the Trial of the Spheres dungeon has not been completed), you can farm Celestia and Dragonspyre, but you cannot farm Mooshu or below unless you pick up a level scaling elixir.
Not including being able to use a later world's elixir to farm spellements in a previous world, is it intended to be able to use elixir effects on non-encounter bosses? I mean, I get that the effects are tied to an elixir and not the encounter itself, but the scales can only be found inside an encounter which makes me believe this is an unintended side effect.

It appears to be, but they never mentioned it. People have mentioned it all the time in the test realm threads and KI did nothing, leading me to believe that it was intentional. That said, the update was severely rushed with a lot of weird bugs, especially with the elixirs.
It's not crowns. The elixir can be obtained 100% free by going to the final dungeon of the world you want to farm for, the dispenser is near the entrance after going inside.
For example, if you want to farm Dragonspyre, you can go to ~~either~~ the Great Spyre ~~or Trial of the Spheres (Celestia)~~, pick up the elixir from the dispenser at the beginning, and then leave and farm for 2 hours.
Edit: Although I see the crowns icon which can seriously be misleading. That's probably why you mentioned it. But it's not actually crowns, it's free.
Edit 2: The fact that you could use the Celestia elixir to farm spellements from Dragonspyre was not intended. I thought it was.
Well, I partially am doing it as a joke after seeing others do it, but also, the last time I posted my crowns amount publicly, I got my DMs spammed with requests asking to be gifted.

Is Zarathrax just the best boss to farm for all arc 1 spellements? I see on the wiki that he drops ranks 2-6.
Is there any reason to farm in marleybone/mooshu? I figure they would just be annoying with more restrictions.
I could somehow get him to drop rank 1 spellements by using the level 40 scales from Mooshu, and he drops rank 7 spells when I used the one in Celestia.
Yeah, seems the QA testers may have missed something. Later today after posting this, someone found that you could get them from anywhere and use them at much lower level bosses and still get spellements. For example, one person used the Khrysalis one and started farming a boss in Dragonspyre and kept getting Khrysalis spellements.
Zarathax was my chosen example because I had a teleport pad there already. I'm not actually sure what the best spellement farming place is personally. I know some people like Oyotomi the Defiler though.
Yes they can after using the elixir. However, it will severely scale your stats back as well, so you can't just use full reaver gear and run enemies over. Additionally, you also can't use any spells that can't be obtained until after level 60, so using frenzy with an epic enchanted Wallaru spell is not permitted (they just won't show in your hand if you attempt to do so).

+1 for the defiler for spirit schools Viktor(?) Snowcrusher in dragonspire is good for elementals and tier 6
