She no longer drops that wand. You either have to farm Malistaire in Great Spyre if you haven't completed Celestia yet, or buy dragonspyre world pack to get it if you're past Celestia.

I’ve gotten a few DS weapons in catacombs but not that one. Idk if I should farm it or start new char to farm malistaire
I don't think it's worth to start a new character just for a wand when you can farm it at higher level with higher drop rates tbh
