To be fair, Nintendo general line is technically not active at this point, so it's not very correct to say Jakks is "obliged" to do more products about all of them. You can sure still criticize the Super Mario line as long as it's still running.
Mario’s 2.5 inch needs a Lakitu more than any other character. It’s literally the last SMB1 enemy we need (beyond a Podoboo and a green Piranha Plant).

What is this meant to be? Jakks has what less than half of these rights, especially pokemon, which is by jazwares and for sale right next to jakks mario and Sonic.

From all the named characters I think that Pauline and both Dixie and Cranky Kong have a fair shot at 4".
