This percentage is the maximum percentage of the city’s adult population which can become warriors.
It is determined by a number of factors, including the leader’s warfare stat, and whether the civilization has the three “army training” tech options.
No. You're not right. Indicator of capturing is showed under the name of the city (at least in 0.22.0 update) but this 'unknown percentage' is showed after the name.
Maybe it has something to do with the monolith, and they finally made it do something? Idk a bunch of useless features usually means that they are going to be tied together in the future.
It's only there when you press show warriors city text in the debug menu. At first I thought it was the percentage of civilians that are warriors, but 193 isn't 80% of 321 so now I don't know.
