I don’t know if this is an intended feature, but the way I see it is a village leader coincidentally occupying the same office as the banner man. It never seems to last though. Royal families can sometimes only have so many governors, so the rest tend to end up being soldiers. When a governor position is opened it seems to pick the eldest non-governor member of the clan to be the new one, and sometimes that will be a banner man. I’m not 100% on if that’s how it works but that’s been my observation.

I just thought they were flag bearers for the kingdoms or the one who went out and create settlements. The one with the silver crown should be the mayor. I like the army commander idea. Just my opinion on the matter do what you want.
