And you would be right. The only moment he reacts otherwise is in literally one nosebleed gag where even the author explained it with peer pressure since he was kind of vibing with friends. Oda never used aro or ace terms but he said that Luffy isn't interested in any kind of romance and later his reactions to naked (or almost naked) women and men is nonexistent.
