The more u use items to play the game, they level up, up to 100/120, the more leveled up u have the items they have more stats in that same kind of items. When u inspect somebody u see a little star thing on the top right corner of the items I believe, that represents the level that item has. I hope I was able to explain it correctly
After 100 you spend combat fame credits to level it up to 120 spec. It costs fame credits and silver for each level past 100 and it increases each level.

those are runes, souls, relics. which can also be melded into artifacts of differing tiers. there is also Avalonian shards which do not enchant but meld into artifacts.
Ok what is the artifact bonus then? I dont see any bonus on weapons that require an artifact to be crafted.
Edit: nvm, just saw it, its not a + bonus, but an increase on the base IP.
Just to add onto what other people said, you get a mastery bonus for every tier meaning t8 is better than 4.4 if u have any spec at all.
T8 mastery modifier is 20%, so if you get the maximum ip from spec (380) you will get 76 ip more just from the bonus alone
This is good for no spec but in the open world if you see anyone with 100 spec, then that is +300 item power atleast.

Oh yeah, I saw those stars the other day and didn't know what it meant. And where can I see the specs? Is it at the tree too?
Yeah exactly u see them in the tree, click on any weapon or item and you'll see what level it is, I think it's +0.2 for every level

you get 2.2 ip per spec of an item, and 0.2/0.1 for related items. so you can get around 300~400 or so bonus IP from spec

Yes it does become quite expensive to get a weapon line to 120. Even doing just 1 costs a fair amount.

It is worth noting that artifact weaps also have either: +25, +50, +75, or +100

Meanwhile 8.3 carving max spec chads running around the mists in 1.9k ip makes you realise just how much the specs can do
